Looks like a...frothy volcanic aggregate...maybe tuff from volcanic bombs? And the binder is...ooh, quicklime. How would you make quicklime underwater? Melt shells in lava? I bet it gets stronger with age. They built to last. Which you'd have to, in the ocean.

There's a tarry cement in the mix...ah, but no matter how I sniff, I only smell bottled air. Maybe it's for crack healing. And...oh, wow, look at that. A live culture! That's bacterial action! The rebar in this concrete was alive. Maybe they started by growing bacterial fibers, like a wire blueprint, and poured the concrete over it...
